Transforming the U.S. Electric and Oil and Gas
industries: A Perspective from the Front Lines

Joshua Epel

Former Chairman of the Colorado Public Utilities Commission

Chairman of the Colorado Oil and Gas Commission

Principal negotiator of the Clean Power Plan on behalf of the National Association of Regulatory Utility Commissioners.

Environmental and Energy policy in the United States is created in cooperation between the Federal and State Government and Regional Entities. In the past decade, the majority of innovation and creativity in the U.S. has occurred at the State level.

However, as demonstrated by the recent election, energy and environmental policy is fragmented and fractious. Given the diversity of States and the Federal Government, the issue remains whether a Federal policy is possible, or will the U.S. always pursue State and regional solutions.

The Seminar will be a conversation with Chairman Epel about the U.S./State model for energy policy, current developments in the U.S., and a discussion of the importance of State leadership as the new Administration rejects the Obama approach to energy, Climate and environmental policy.
